On the frontlines of fact

Dylan Carter: Seasoned investigative journalist, editor, consultant and fixer. I have spend the past decade reporting across-border across Europe. I am a leading expert on Russia sanctions investigations, Ukrainian industry and influence operations. As seen in De Standaard, De Morgen, The Kyiv Independent, Investigative Reporting Project of Italy and EUobserver.

Investigative Reporting

Since 2023, I have been working on cross-border projects relating to Russia’s arms industry, Russian influence and Europe’s sanctions regime. My investigations have shaped policymaking in European countries and applied pressure on the European companies funding Russia’s war against Ukraine.

My investigations have been published in five languages in media across Europe. I am the initiator of one of Europe’s largest cross-border data investigations into the Russian machine tooling sector and its relations with the military-industrial complex.

I am a leading OSINT specialist, leading online and in-person trainings for major European news brands and government agencies. I run the OSINT Russia Hub Telegram channel, which shares advanced online research methods for Russia investigators across the world.

My experience is not limited to Russia. I actively collaborate with investigative journalism networks on cross-border projects on a variety of topics including investigations into pollution, agriculture, the online far-right, disinformation and foreign influence.

Teaching the Next Generation of Journalists

I am proud to lead the training of university students in news writing, OSINT, investigative journalism, multi-media reporting and cross-border collaborations at the Thomas More University of Applied Sciences in Mechelen, Belgium.

I also held a volunteer position as assistant lecturer at the Kyiv School of Economics’ (KSE) Centre for Journalism, organising English media debates for professional journalists across Ukraine.

In my freelance career, I have oragnised training events in news writing, AP style, editorial policy and OSINT methods for numerous private, corporate and government clients.

I am the initiator of an Erasmus-funded cross-border European Newsroom educational project with universities in Belgium, Romania, Poland, and the UK.
